Determinants of User Satisfaction In Open Government Data: Evidence From Portugal Using Pls-Sem
Open Government Data (OGD) initiatives aim to promote transparency, re-sponsibility, and citizen participation. However, their effectiveness depends, among other factors, on user satisfaction with digital public platforms. De-spite the growing availability of OGD, empirical evidence on the determi-nants of user satisfaction in this context remains limited. This study investi-gates the factors influencing user satisfaction in OGD using the Information Systems Success Model as a theoretical framework. Data were collected through an online survey administered to Portuguese residents, resulting in 408 valid responses. Partial Least Squares Structural Equation Modeling (PLS-SEM) was employed to analyze the relationships between system quali-ty, data quality, service quality and user satisfaction with OGD. The results indicate that system quality, data quality and service quality have a signifi-cant and positive impact on user satisfaction with OGD. This study contrib-utes to the literature by extending the application of the IS Success Model to the context of open government data and provides practical insights for pub-lic administrators seeking to strengthen public satisfaction and promote data reuse.
