Towards A Maturity Model For Performance Management In Public Organizations

The expansion of hybrid work has created substantial managerial and governance challenges for public organizations, particularly in systems historically based on attendance control. In the Brazilian Federal Public Administration, the Programa de Gestão e Desempenho (PGD) represents a strategic shift toward results-oriented management and has become central to enabling effective hybrid work. However, the program's implementation remains challenging due to institutional heterogeneity, differing levels of managerial capabilities, and a lack of structured mechanisms to guide continuous improvement across agencies. To address this gap, this paper introduces PGD-MAT (Maturity Model for the Programa de Gestão e Desempenho), developed using Design Science Research (DSR) methodology. The model integrates established managerial and process improvement frameworks, such as CMMI, MPS-RH, and OKR, with the regulatory and organizational specificities of the public sector. PGD-MAT is structured into five maturity levels and five process dimensions, providing a staged pathway for institutionalizing results-based management in hybrid work settings. The model is operationalized through a practical toolkit that includes an Implementation Guide and an Assessment Spreadsheet. It enables organizations to diagnose their current maturity level and define structured improvement actions. The model underwent a demonstration session with 8 public managers during an expert review. They validated the model's utility, structural logic, and applicability. The results suggest that PGD-MAT is an effective approach for assessing managerial capacity, strengthening accountability, and continuous improvement in public organizations adopting hybrid work models.
